Two determinants of flow rate:
Filter area (here is simply equivalent to tank size);
Flow rate (generally filtration speed does not exceed 80m/h);
Since the flow rate is mainly related to the filtration area and flow rate, increasing or decreasing any conditions that are not related to these two factors will not cause a change in the flow rate.
So the answer is also no. In the case that the flow rate of the water cap remains unchanged, the filter flow cannot be increased by increasing the water cap.
